FCC Licensing
ETA offers all of the Commercial Operator License Examination Manager (COLEM) tests. You can take any of these tests from our many ETA-approved test sites, or at a local library. The Montgomery GI Bill also covers FCC exams for reimbursement for qualified military personnel. Commercial FCC license exams are now lifetime exams.

Element 1 is virtually unchanged.
Element 3 has 80% new material.
Element 8 has 50% new material.

ETA currently offers the following tests:
Marine Radio Operator Permit (MROP) - Element 1
Required to operate radiotelephone stations aboard certain vessels that sail the Great Lakes. MROPs are also required to operate radiotelephone stations aboard vessels of more than 300 gross tons and for vessels which carry more than 6 passengers for hire in the open sea or any tidewater area of the United States. The MROP is required to operate certain aviation radiotelephone stations and certain coast radiotelephone stations.
General Radiotelephone Operator License (GROL) - Elements 1 & 3
Required to adjust, maintain, or internally repair FCC licensed radiotelephone transmitters in aviation, maritime, and international fixed public radio services. This license also conveys the operating authority of the MROP. The GROL is required to operate maritime land radio stations and voluntarily equipped ship and aeronautical stations.
Global Maritime Distress and Safety System Restricted (GMDSS) - Elements 1 & 7 (Restricted)
This is a voluntary license for recreational craft and fishing boats in inshore waters. This license authorizes operation of the GMDSS radio function technology.
Global Maritime Distress and Safety System Operator (GMDSS) - Elements 1 & 7
Qualifies personnel as Global Maritime Distress and Safety System (GMDSS) radio operators for the purposes of operating GDMSS radio installations, including some basic equipment adjustments. This license also confers the operating authority of the MROP.
Global Maritime Distress and Safety System Maintainer (GMDSS) - Elements 1, 3 & 9
Qualifies personnel as Global Maritime Distress and Safety System (GMDSS) radio maintainers to perform at-sea repair and maintenance of GMDSS equipment. This license also confers the operating authority of the GROL and MROP.
T-Radiotelegraph Certificate
T3 authorizes operation of certain coast radiotelegraph stations. This license also confers the operating authority of the MROP. T2 authorizes holder to operate, maintain, and repair ship and coast radiotelegraph stations in the maritime services. It confers operating authority of the T3 and MROP. T1 is required only for those who serve as the chief radio operator on a United States passenger ship. The T1 license conveys all the operating authority of a T2.
Ship Radar Endorsement - Element 8
Only persons whose commercial radio operator license bears this endorsement may repair, maintain, or internally adjust ship radar equipment. To qualify, you must hold or qualify for a GROL, GMDSS, T1 or T2, as well as pass the radar written examination.
